SUMMARY OF STEPS INVOLVED IN ESTABLISHING USGS

U.S. Geological SurveyPROJECTS THROUGH THE GLNF CESU

 

1. Consult the GLNF CESU Strategic Plan, Mission Statement, Cooperative Agreement (CA) and USGS Technical Representative (TechRep), Kirk Lohman (klohman@usgs.gov), to confirm that the project is appropriate for the GLNF CESU. The USGS TechRep may ask to see a written Scope of Work (or proposal), budget and timeline before approval.

2. Contact the GLNF CESU Program Coordinator to discuss the project.

3. The USGS TechRep and the USGS procurement official or other person knowledgeable about the GLNF CESU CA will instruct you on how to proceed. Steps will include:

  1. The USGS and research/university collaborators work together to prepare a proposal or scope of work, detailed budget and timeline, and a Project Summary Form.
  2. The university/organization partner must complete SF424, Application for Federal Assistance and SF424a, Budget Information Form and any other paperwork their internal contracts and grants office requires. Both the university/organization partner PI and their grant manager/signatory should sign the Project Summary Form.
  3. The researcher’s contracts and grants office sends the completed paperwork back to the USGS collaborator who must meet all of the USGS requirements associated with the GLNF CESU CA, including completion of a USGS Technical Evaluation of the proposal and DI-1 form.
  4. The USGS collaborator sends all of the completed paperwork to the USGS TechRep.
  5. The USGS TechRep forwards these materials to the Office of Acquisition & Grants. After completion of the USGS protocol, a USGS Cooperative Project Award (i.e. modification to the GLNF CESU CA) is executed and sent to the appropriate persons at the recipient's institution. Funds are transferred and work begins.

4. The GLNF CESU Coordinator at the Host (University of Minnesota) is sent a copy of the award.

5. Once work is completed, the project investigators must send a hard copy and an electronic file of the final report to the GLNF CESU office (to be posted on the website).
